Overrides can be entered to move an account\address to a different route. Overrides are not always the most efficient way to change route structure, you are specifically moving just the indicated address\account to a different route, if you get new starts next store, they will continue to follow the Work Area design to be routed.
Sometimes you may need to change data on a file which requires a batch upload.
